While taking a ride to the Bronx, while cutting through Queens, I ran across this.

if you read closely bike will be allowed, but the completion date wrong. The real date will be 2011, They started the project in the Summer of 2009.

Community Board 1 has endorsed Rogers & Marvel’s schematic plan for the site; more detailed drawings have been prepared, and the Landmarks Commission approved the plans for the landmarked site. The preliminary stages of construction are expected to begin in late summer 2009 with completion anticipated for 2011."
